The Constitution of the Kingdom of Stromgarde

This great constituion was commissioned in the Arathorian Year of Two Thousand, Eight Hundred and Seventeen. Written in the reign of Her Royal Majesty, Saihna Trollbane, By the Might of Suxen, Queen of the Great Kingdom of Stromgarde, Grand Lady of the Highlands, Viscountess of the Lower Alterac Mountains by right of Conquest, Voice of the Ancestors and Wielder of the Mighty Trol'kalar.

Within this great text shall be set out the following:

Section One; The Monarchy of the Highlands
Section Two; The Government of Trollbane
Section Three; The Laws of the Land
Section Four; The Faith of the Halls



Section One; The Monarchy of the Highlands


The Absolute Monarchy of the Kingdom of Stromgarde is at the scribing of this document nearly Three Thousand Years old. Harkening to the crowning of the most Exalted Thoradin as Emperor of all Humanity who by his mighty wisdom saw it fit to be passed to Igneas the Trollbane. In this, the third year of the reign of the Great Saihna Trollbane the House of Trollbane has continued this proud tradition of strength and mercy. This set of precidents within shall dictate the power, succession and requirements for change to the Monarchy.

Sub-Section One; Power of the Monarchy

Article One; The Crown symbolises the Monarch, be he/she Shar, Thar, Regent-Rhan(’ia) or Regent-Lord.
Article Two; The Crown is the supreme head of the Kingdom of Stromgarde.
Article Three; The Crown has the right to create and disband sections of the kingdom, elect or impeach officers. They may grant promotions to deserving candidates, has the Officer of the specific candidate been consulted.
Article Four; The Crown has the right to grant titles as they see fit to the nobility of Stromgarde or those the monarch deems fit to earn titles. It is also within their right to create titles.
Article Five; The Crown has the right to deny their offspring all benefits of their birthright, whilst they cannot alter the line of succession past their own children, they may relieve their heir(s) of benefits of the Crown until they are deemed worthy.
Article Six; The Crown is High Judge of Stromgarde in their own right; they are the last judgement and appeal towards the criminals. Their signature must be present on death warrants, or any other severe punishment. They may appoint a council of Judges to work in their place.
Article Seven; The Crown is allowed to marry only an Arathorian, however if in the event of a Consort’s death, the monarch may take another partner but this partner and the offspring they produce will not be part of the royal household but granted titles befitting their status.
Article Eight; The Crown officially declares war and peace.
Article Nine; The Crown may chose the partner of their heir-apparent in the interests of the Kingdom.
Article Ten; The Crown is the supreme representitive of the Ancestors on Azeroth.
Article Eleven; The Crown cannot adopt a name that is not 'Trollbane'.
Article Twelve; The Crown's spouse adopts the title Shar-Consort if the Monarch is Male and Rhan-Consort if the Monarch is Female.
Article Thirteen; The Crown's spouse must adopt the name, 'Trollbane'.

Sub-Section Two; The Succession


The succession of the monarchy is dictated by several requirements, within this section it shall cover both requirements to succeed to the Throne of the Highlands and the current line of succession. The candidate is known as Heir Apparent if the current Monarch's next born child cannot replace them in the line of succession. If they can then they are Heir Presumptive. The succession does not differentiate between sex and thus both males and females are equal.

Paragraph One; The Requirements of Succession

To succeed to the Throne of the Highlands the candidate must follow these requirements.

Article One; A successor must be of Arathorian Noble Blood.
Article Two; A successor must be married to an Arathorian or no person.
Article Three; A successor must be of the Ancestral Faith.
Article Four; A successor cannot succeed if they have once engaged in war against the nation.
Article Five; A successor cannot succeed if they openly defy the laws of the nation.
Article Six; A successor cannot succeed if they do adopt the name, 'Trollbane'.
Article Seven; A successor cannot succeed if they are openly in defiance of the Ancestral Faith.

Paragraph Two; The Succession


The Succession of the Throne of the Highlands is dictated as thus, all titles are noted.

Incumbant; Her Royal Majesty, Saihna Trollbane, By the Might of Suxen, Queen of the Great Kingdom of Stromgarde, Grand Lady of the Highlands, Viscountess of the Lower Alterac Mountains by right of Conquest, Voice of the Ancestors and Wielder of the Mighty Trol'kalar.

1st in Line to the Throne; Her Royal Highness, Anaei Tyra Trollbane, Chosen of the Ancestors, Crown-Princess of the Great Kingdom of Stromgarde, Viscountess of the Western Plains, Ambassador Extrorindaré of Stromgarde, Defender of the Faith.

2nd in Line to the Throne; His Royal Highness, Arador Vasgar Trollbane, Prince of the Great Kingdom of Stromgarde, Admiral of the Southcoast.

3rd in Line to the Throne; His Royal Highness, Calath Seiken Trollbane, Prince of the Great Kingdom of Stromgarde, Baron of the North Cliffs, Honourary General of the Kingdom of Stromgarde.

4th in Line to the Throne; His Royal Highness, Dante Trollbane, Prince of the Great Kingdom of Stromgarde, Duke of the Highlands.

5th in Line to the Throne; Her Grace, Lady Lynnea Thorgint, Duchess of the Highlands.

Sub-Section Three; Abdication


The Throne of the Highlands is not a divine position, the Ancestors, like the Monarch were but humans, flesh and blood. This section of the constitution hereby sets down the situations in which a Monarch may resign the throne of the Highlands in favour of their successor.

Paragraph One; Voulentary Abdication
Article One; The Monarch may abdicate their position if their health has deteriorated to such a point that they will not again benefit the Kingdom of Stromgarde.
Article Two; The Monarch may abdicate their position if they feel that they are causing more harm to the Kingdom of Stromgarde than gains.
Article Three; The Monarch may abdicate their position if they feel their successor would carry out their duties to a greater capacity.
Article Four; The Monarch may abdicate their position if they agree that the will of the people has become dangerously against them.
Article Five; The Monarch may abdicate their position if they fear revolution from the common man and abdicate to preserve the Monarchy.
Article Six; The Monarch may abdicate their position if they wish to seek religious fufillment in a religious house.
Article Seven; The Monarch may abdicate their position if they recognise another has a greater claim than themselves to the throne.
Article Eight; The Monarch may abdicate their position if their conscious cannot allow them to rule impartially.

Paragraph Two; Mandatory Abdication

Article One; The Monarch must abdicate their position if they forsake the true Faith of the Ancestors.
Article Two; The Monarch must abdicate their position if their actions endanger all lives of the Arathorian people.
Article Three; The Monarch must abdicate their position if they refuse to accept the title, 'Trollbane'.
Article Four; The Monarch must abdicate their position if they abandon the duties of state.
Article Five;The Monarch must abdicate their position if they are found to have been the cause of the previous Monarch's death.
Article Six; The Monarch must abdicate their position if they are convicted by a Court of Nobles for High Treason against the State.
Article Seven; The Monarch must abdicate their position if they purposefully mislead their successor into another faith other than that of the Ancestors.
Article Eight; The Monarch must abdicate their position if the people are on the brink of revolution to preserve the Monarchy.
Article Nine; The Monarch must abdicate their position if their Council of Officers pass a unanimous vote of no Confidence and find that the Monarch has neglected their duties and are harming the nation.
Article Ten; The Monarch must abdicate their position if they Royal Family unanimously passes a demand of abdication. This requires the vote of the Heir Apparent and the next two successors.

Paragraph Three; Post Abdication
After the abdication of the Throne, the Former Monarch adopts the title, 'The Former' Shar/Thar. Should it be the wish of the new Monarch to strip them of this title, that is a seperate issue. If removed from their position forcibly the Monarch is to leave the Highlands at the pleasure of the new Monarch.

This hereby ends the laws, culture and requirements of the Monarchy.

Section Two; The Government of Trollbane


The Kingdom of Stromgarde is an Absolute Monarchy, however for the stability of the nation and the preservation of the lives of it's people the Monarch is assigned a cabinet of Officers whom rule the Nation in their stead. They are known as the Council of Officers, this includes the Rulers of the Four regions of the Highlands and the Heir Apparent.

Sub-Section One; Power and Rights of the Council of Officers

Here listed are the rights and powers of the Council of Officers.

Article One; The council of officers have the right to call regency if their concern for the Kingdom leads them to consider treason.
Article Two; The council of officers is allowed to veto any command made by an officer until the Crown can be consulted.
Article Three; The council of officers are the voice of the Crown among the people, they command the soldiers, the magi, the healers and the scouts. They are to oversee all the operations of the kingdom in the name of the Monarch.
Article Four; The council of officers have the right in the event of a monarch’s death to call a mourning period, this period is to be “Erea Ik Yil Iorop Ruana” the Time of the Empty Throne. Within this time the council will answer to the head of the council, the Dankthar will be dei facto regent allowing the next in line to grieve the loss of the monarch in peace.
Article Five; The leading Officer of each faction has the right to create titles and responsibility levels within their faction.
Article Six; An Officer has the right to question the Crown if he/she consider their order to be unjustified or against the laws.
Article Seven; An Officer has the right of a monthly wage, and all benefits for free regarding housing, usage of hospital and supplies in their craft while on duty.
Article Eight; An Officer has the right to sign off from their duties for a while, be it that they or their wife are expecting a child.
Article Nine; An Officer has the right to marriage with whom he/she see fit. However, should it be marriage with someone of a different race, the Crowns permission is required. An Officer is not allowed romances with their recruits and soldiers, has the Crown not been consulted and given permission.

Sub-Section Two; Chain of Command and Cabinet of the Crown


The following is the Chain of Command within the Council of Officers.

Paragraph One; The Crown's Voice: Heir Apparent, Lord of the Eastfields, Baron of the Northcliffs, Viscount of the West Plains and Admiral of the South Coast.

The Crown's Voice is a set of Nobles who represent the Monarch in the Cabinet, they put forward the wishes and requirements of the Monarch and when an issue is to be taken to the Monarch, the Cabinet relay it through the Voice.

Paragraph Two; Chief of Cabinet: Dekaru in Times of War. Dank'thar in Times of Peace.

The Chief of the Cabinet is the First Minister of Stromgarde, they are the supreme Commander of the Armed and Civil forces and are second only to the Royal Household, they chair any meetings of the Cabinet and are the final word of the Law beyond the word of the Monarch.

Paragraph Three; Advisor of the Crown: Orin.

The Advisor of the Crown is the voice of Faith in the Cabinet. They convey all information regarding religious crisis and alterations to the Cabinet. They are the final word of Theology in the Kingdom second only to the Monarch and those they assign. The Orin also oversees the use and training of Magic through the Atirs and as High Scholar of the Kingdom.

Paragraph Four; Servants of the Crown: Atir'Magan, Atir'Servause, Orima, Orime and Dortolo. Dekaru in Times of Peace.

The Servants of the Crown control the regions of Magic and Intelligence, they convey to the Cabinet information gathered from other nations in their regions of expertise. The Dortolo is also responsible for the training of scouts and agents. The two Atirs take on the dual-role of training and exploring the region of Magic authroity. They do not recognise the soverign rights of Dalaran and are heads of magic in the Kingdom answerable to the Orin. The Orima/Orime is second to the Orin in matters of faith, they take a firmer role in the training and equiping of the faithful whilst allowing the Orin to take command of matters of Theology and Worship.

Sub-Section Three; A Representitive of the Crown.
The following are the Requirements for any human to take up a position of power in the Kingdom of Stromgarde.

Paragraph One; Requirements to become a Representitive of the Crown

Article One; A Candidate must be an Arathorian Citizen either by Blood or Trial.
Article Two; A Candidate must recognise the teachings of Suxen but is not required to follow them.
Article Three; A Candidate must recognise the supreme authority of the Crown.
Article Four; A Candidate must swear alleigance to the Royal Household above any other thing.
Article Five; A Candidate must not openly defy the laws of the land.
Article Six; A Candidate must not be a convicted Criminal.
Article Seven; A Candidate must be human.
Article Eight; A Candidate must have residence in the Arathi Highlands.

Sub-Section Four; Resignation of a Representitive of the Crown

Paragraph One; Voulentary Resignaton

Article One; A Representitive of the Crown may resign if they feel their duties will cause a negative effect to their personal wellbeing.
Article Two; A Representitive of the Crown may resign if they feel their usefulness to the Crown has come to an end.
Article Three; A Representitive of the Crown may resign should they feel they have no confidence in their Monarch.
Article Four; A Representitive of the Crown may resign if they feel no confidence in the Chief of the Cabinet.
Article Five; A Representitive of the Crown may resign if they seek the permission of the ruling Monarch.
Article Six; A Representitive of the Crown may resign if it benefits the Kingdom of Stromgarde.
Article Seven; A Representitive of the Crown may resign if they know that another may do their role to a greater efficiency.
Article Eight; A Representitive of the Crown may resign if they know of such an individual listen in article seven and may name them for succession.

Paragraph Two; Mandatory Resignation

Article One; A Representitive of the Crown must resign if the Monarch demands it.
Article Two; A Representitive of the Crown must resign if the Cabinet unanimously votes for their removal.
Article Three; A Representitive of the Crown must resign if their group of authority unanimously casts a vote of no confidence.
Article Four; A Representitive of the Crown must resign if the Crown's Voice unanimously cast a vote of no confidence.
Article Five; A Representitive of the Crown must resign if their health deteriorates to a state that they will never again benefit the Kingdom of Stromgarde.
Article Six; A Representitive of the Crown must resign if they are convicted in an Arathorian Court.
Article Seven; A Representitive of the Crown must resign if their remaining in power would endanger the position of the Government.
Article Eight; A Representitive of the Crown must resign if they openly contradict the teachings of the Ancestors.

Sub-Section Five; Regency

Paragraph One; Powers of the Regent

Article One; The Regent has all the powers of the Monarch bar those expressly forbidden by specific acts of the consititution.
Article Two; The Regent can only overrule the word of the Cabinet if they were elected by the Cabinet in a time of crisis.
Article Three; The Regent can resign the position of Regent in favour of another of their chosing.
Article Four; The Regent may be more than one individual which would be called the Regency Council.
Article Five; The Regent must relinquish the powers of Regent if the ruling Monarch becomes capable of rule through maturity or infirmity being relieved.

Paragraph Two; Requirements to be Regent

Article One; The Regent must be either named by the Monarch or the Cabinet.
Article Two; The Regent must be a Noble of the Kingdom of Stromgarde or the Council of Regency must be headed by a Noble.
Article Three; The Regent must relinquish all other positions to take the position of Regent.

This hereby ends the requirements and power of the Council of Officers.

Section Three; The Laws of the Land


Here listed are the Laws of the Kingdom of Stromgarde revised and altered to suit the writing of this document.

Sub-Section One; Crimes

Paragraph One; Petty Crimes

Article One; To insinuate another is inferior due to sex, race or social class is slander.
Article Two; To mock another due to sex, race or social class is slander
Article Three; To take between one copper piece and ten silver pieces or items of that value is petty theft.
Article Four; To bruise, cut or burn another minimally is assault of the third degree.
Article Five; To graffiti ones property or damage crops is vandalism.

Paragraph Two; Serious Crimes

Article One; To bruise, cut or burn another with intent to continue is assault of the second degree.
Article Two; To take between ten silver pieces; one copper piece and ten gold pieces or items of that value is theft.
Article Three; To vandalise another’s property based on their sex, race or social class is assault of the third degree.
Article Four; To read another’s private documents is infiltration of that person’s right to privacy and therefore personal invasion.
Article Five; To break into another’s property is personal invasion.
Article Six; To destroy another’s possession with malice and without reason is personal invasion.
Article Seven; To hold unlawful gatherings is conspiracy to commit a crime.

Paragraph Three; Severe Crimes

Article One; To take another’s life is murder of the first degree.
Article Two; To be party to a life being taken is murder of the second degree.
Article Three; To know the culprit of a murder and to not disclose this information is murder of the third degree.
Article Four; To kill without intent to do so is man slaughter.
Article Five; To attack with the intent to cause harm is Serious Bodily Harm.
Article Six; To take over the amount of ten gold pieces or items of that value is theft of the highest degree.
Article Seven; To conspire against the crown is treason.
Article Eight; To speak ill of the crown in public is treason.
Article Nine; To insinuate the crown is corrupt is treason.
Article Ten; To hold unlawful gatherings is conspiracy to commit a crime.
Article Eleven; To conspire to murder is attempted murder.
Article Twelve; To attack and fail with the intent to murder is attempted murder.
Article Thirteen; To take control of a person without their consent is kidnapping.
Article Fourteen; To kidnap a member of the Royal House is high treason.
Article Fifteen; To cause harm to a member of the Royal House is high treason.
Article Sixteen; To take the life of a Monarch is Regicide and high treason.
Article Seventeen; To usurp the throne is high treason.
Article Eighteen; To mislead the crown is high treason.
Article Nineteen(6th of June 2817); To openly discredit the Ancestral Beliefs is Blasphemy and Heresy.

Sub-Section Two; Courts of the Kingdom

The Courts of the Kingdom are lead by the High Justice, the Reigning Monarch. This symbolic position is carried out by Justices that they assign. There are no open trials in the Justice System of the Kingdom of Stromgarde. A Prosicution and Defense are put forward to a justice of the realm who judges whether the defendant are guilty or not and then returns a sentence to be carried out by the Dank'thar. There is only one appeal available in the Kingdom and that is to the reigning Monarch. No other person or force may interfere with the judgement of the Justice.

Paragraph One; Appeal

Article One; The defendant may appeal only to the crown through the justices of the Kingdom.
Article Two; The defendant may not be realsed nor granted any form of freedom whilst the Monarch decides the appeal's status.
Article Three; The defendant must accept the final ruling of the Monarch and if the Monarch feels the appeal was simply to stave off punishment another punishment may be added.

Paragraph Two; Justices of the Kingdom

To be a Justice of the Kingdom the gollowing requirements must be obeserved:


Article One; A Justice must be human and Arathorian by Blood not trial.
Article Two; A Justice must be of the Ancestral Faith.
Article Three; A Justice must be a Noble either by birth or granted title.
Article Four; A Justice must have served in the Monarch's armed forces.
Article Five; A Justice must obey if the Monarch overrules their judgement.

Sub-Section Three; Changes to the Law, Succession and Religion

Paragraph One; Changes to the Law.

Article One; Changes to the law can only be made with the permission of the Monarch.
Article Two; Changes to the law may be proposed by any member of the Cabinet.
Article Three; Changes to the law may be vetoed by the entire cabinet unanimously.
Article Four; Changes to the law cannot be made by a Regent acting in the stead of the Monarch.
Article Five; Changes to the law can be proposed by members of the Royal Household to the Cabinet and then to the Monarch.

Paragraph Two; Changes to the Succession

Article One; Changes to the Succession can only be passed with the full support of the Cabinet, Royal Household and Monarch.
Article Two; Changes to the Succession can be made with a Regent in the place of the Monarch.
Article Three; Changes to the Succession cannot be made if it deposes the family of Trollbane before another family.

Paragraph Three; Changes to the Faith.

Article One; Changes to the Faith cannot be made without the authorisation of the Ruling Monarch as head of the Faith.
Article Two; Changes to the Faith cannot depose an ancestor from reverance.
Article Three; Changes to the Faith cannot raise an ancestor damned in their own time to reverance.
Article Four; Changes to the Faith cannot be made if they are opposed by the Faithful of the Kingdom.
Article Five; Changes to the Faith cannot be made by a Regent.

Sub-section Four; Subjectship of the Kingdom[
/b]

To be a subject of the Kingdom of Stromgarde means being loyal to the Crown and Government of the Monarchy of Stromgarde.

Paragraph One: Conversion to the Arathorian Subjectship

Article One; A subject becoming Arathorian must be of Human descent.
Article Two; A subject becoming Arathorian must not be affiliated with any supernatural, rebellious or anarchistic groups.
Article Three; A subject becoming Arathorian must abide by the statute law set down by the monarchy of Stromgarde.
Article Four; A subject becoming Arathorian must take the rite of adulthood set down in traditional law.
Article Five; A subject becoming Arathorian must actively contribute to the kingdom through warfare, profession or clergy.
Article Six; A subject becoming Arathorian must recognise the significance of the ancestors.

Here ends the Laws of the Land.

Section Four; The Faith of the Halls

Here shall be the doctrines of the Arathorian Faith and all that should be reported within Government papers.

Sub-Section One; The Ancestral Faith


The Ancestral Faith is the belief that one day we shall ascend to the Great Halls of our ancestors and feast for eternity with them. This belief also extends to the Ancestors of great note having considerable influence in our world. Through reverance and worship the ancestors are appeased and within this sub-section shall be listed the ancestors known to our people and are of great importance.

Paragraph One; The Ancestors

Article One; Suxen was one of the first known "humans" to walk the plains of Arathi. However as one of the first to come to the southern parts of Azeroth (more southern then Northrend), he was more vrykul then humankind. He is revered as the Father of Humanity.
Article Two; Phelgas the Uncaring, Sibling of Suxen, yet was everything Suxen was not. They were literally each others opposites. He is the figure of worship for those that oppose all our faith stands for, his followers are the enemies of our faith.
Article Three; Chaori Evenglow was a great Priestess in the time of Liam Trollbane, she is most revered for leaving the greatest Mace known to Arathorian-Kind, Chaori's Grace.
Article Four; Ingus Barahir is known as the father of the arts, a bard and writer he is heralded as of creating what we would call modern novels. He is revered by those who focus on celebration and the arts.
Article Five; Ysriel Mosstouch the Immortal is heralded as the Mother of Healing and Life, she was rumoured to have been given the gift of immortality but felt the price was too great and chose death forever being remembered for her youth and beauty.
Article Six; Villior Sam'di, the Harvester. When the last breath leaves an Arathorian's body, it is said to be caught by the Harvester, a thin imposing character in dark clothes carrying a large yet delicate scythe. Although dark in appearance and cause, he is not evil, nor harsh. He leads our greatest warriors into the halls of the ancestors and misleads those who did wrong to their just reward. He wears the skull of the first man he harvested upon his face, and some say he may be appeased and dealt with to elongate the life of a dying man.
Article Seven; Ogardin the Warmonger, the first Kardonir and the right hand of Suxen he is revered as the father of war.
Article Eight; Hannil the Fisherman, the forgiven fisherman who showed us all that even the shadow can be forgiven.

Sub-Section Two; The Faithful

The Faithful are those that carry out the will of the ancestors, whilst some Ancestors take specific humans to carry out their will, there is a strict chain of command and set of rules in the worship of the ancestors.

Paragraph One; The Commandants of the Ancestors

Article One; The Faithful must not torture.
Article Two; The Faithful must not kill in cold blood.
Article Three; The Faithful must not pillage the defenceless.
Article Four; The Faithful must not murder the defenceless.
Article Five; The Faithful must observe the authority of the Thar and Shar.
Article Six; The Faithful must not openly defy the word of Suxen.
Article Seven; The Faithful must not openly mock another's faith.
Article Eight; The Faithful must obey the chosen of the Ancestors.

Paragraph Two; The Chosen

There are many who are chosen by the ancestors and are given authority on Azeroth.

Article One; The Monarch is the Champion of the Ancestors, the Might of Suxen, the Voice of the Halls.
Article Two; The Orin is the Vizier of the Halls, the speaker of the Ancestors and the Father/Mother of the Faithful.
Article Three; The Avatars of the Ancestors are those chosen specifically through trial by a individual Ancestor and are therefore the champions of them.
Article Four; The Defenders of the Faith are warriors chosen by the Orin to carry out the will and commands of the Ancestors and to defend the faithful.
Article Five; The Clergy of the Halls are the Priests, Paladins and those that take up the Cloth and serve the Orin in their persuit of enlightenment.

Sub-Section Two; The Doctrines of the Ancestors


The Doctrines of the Ancestors are the individual books scribed by the Ancestors themselves. Whilst their texts are too long to list in the Constitution of this land, their meanings are scribed.

Paragraph Three; The Books of the Ancestors

Article One; Ingus Barahir scribed of Love, Music, Literature and Celebration.
Article Two; Ysriel Mosstouch scribed of Compassion, Mercy and Healing.

These five books make up the very backbone of our faith and they are added too by scholars and are to be followed by those who call themselves the faithful.

Paragraph Four; The Voidsworn

Article One; Any being that was once dead and now bears the mark of unnatural ressurection is a voidsworn.
Article Two; The Voidsworn are forbidden to step inside the Arathi Highlands on pain of death.
Article Three; It is an Arathorians duty to destroy any voidsworn who attempts to defy the former article.
